WASHINGTON (AP) — The Biden administration reversed a ban on abortion referrals by family planning clinics, lifting a Trump-era restriction as political and legal battles over abortion grow sharper from Texas to the U.S. Supreme Court.
The Department of Health and Human Services said Monday its new regulation will restore the federal family planning program to the way it ran under the Obama administration, when clinics were able to refer women seeking abortions to a provider. The goal is to “strengthen and restore” services, said HHS Secretary Xavier Becerra.
Groups representing the clinics said they hope the Biden administration action will lead some 1,300 local facilities that left in protest over Trump’s policies to return, helping to stabilize a longstanding program shaken by the coronavirus pandemic on top of ideological battles.
“I have heard that almost everywhere in the country people have made the decision that conditions will be good for them to return to the program,” Clare Coleman, president of the umbrella group National Family Planning & Reproductive Health Association, said in an interview. “My sense is that people have been waiting for the rule.”
Planned Parenthood, the biggest service provider, said on Twitter its health centers look forward to returning. But the group criticized part of the Biden administration rule that allows individual clinicians who object to abortion not to provide referrals. The administration said that’s “in accordance with applicable federal law.”
Known as Title X, the taxpayer-funded program makes available more than $250 million a year to clinics to provide birth control and basic health care services mainly to low-income women, many of them from minority communities. Under former President Donald Trump, clinics were barred from referring patients for abortions, prompting a mass exit by service providers affiliated with Planned Parenthood, as well as several states and other independent organizations.
Combined with service disruptions due to COVID-19 shutdowns, “this has just been a massive one-two punch to the system,” said Coleman.
Biden campaigned on a promise to overturn the restrictions on family planning clinics, but abortion was not a central issue in the 2020 presidential race. It may become one in the 2022 midterm elections to determine who controls Congress.
“Given the attacks on abortion in Texas and across the country, it’s more important than ever that patients can access their choice of birth control and other health care through Title X,” Planned Parenthood President Alexis McGill Johnson said in a statement.

(CNN)The suspect in a shooting at a Texas high school Wednesday is in custody, Arlington police said.
Detectives have started interviewing 18-year-old Timothy George Simpkins, who will be charged with three counts of aggravated assault with a deadly weapon, Assistant Police Chief Kevin Kolbye said.An Arlington Police Department news release said Simpkins turned himself in without incident and his bond was set at $75,000.The shooting at Timberview High School left four people injured.Among the four, two were shot and three were hospitalized.
All three hospitalized are expected to survive, Kolbye said. One of the victims is a 15-year-old boy with gunshot wounds who is listed in critical condition, according to the release.A 25-year-old man also had gunshot wounds and is in good condition, the release said. A teenage girl who may have been grazed by a bullet was released Wednesday night and is in good condition with an abrasion, said Arlington Police spokesman Tim Ciesco.Officials said about 1,700 students were at the school and all have left the building.The first report of a shooting on the second floor of the school came in around 9:15 a.m. (10:15 a.m. ET), Mayor Jim Ross said.“The incident occurred in a classroom on the second floor of the school,” the release read. “Investigators believe a physical fight broke out just prior to the shooting.”Authorities started a “methodical search” and worked with several local police departments and the Bureau of Alcohol, Tobacco, Firearms and Explosives, Arlington police tweeted.The department tweeted a photo of Simpkins and asked for the public’s help in finding him.By early afternoon, Simpkins was in custody.Arlington police said a weapon was recovered in “the streets of Grand Prairie,” a few miles from the high school.

The 18-year-old suspect who opened fire at a high school in Arlington, Texas, was granted bail and ordered to stay away from the institution as well from those who were injured in the incident, his attorney said on Thursday.
Kim T Cole, the civil rights lawyer representing Timothy George Simpkins, insisted the case was not a “standard-issue school shooting.”
“There are numerous school shootings that have occurred across this country which are tragic. All school shootings are tragic. However, in this situation, this was not someone who was just out to go and shoot a school and had made up their mind [and said] ‘You know hey I’m upset and I’m just going to shoot anyone I see’,” Ms Cole told the media.
“I request the media correct their narrative with regard to what happened, and that you all respect the family’s privacy,” she said, as Mr Simpkins was escorted from the jailhouse by two relatives.
“There’s a distinction between a mass shooting and a school shooting – these are people who are out to shoot multiple people and that’s not what happened.”

Mr Simpkins’s family had earlier said he was a target of bullying and also claimed he acted after being robbed and attacked by bullies.
Mr Simpkins was painted as a “menace to our society and nothing could be further from the truth,” said a lengthy Facebook post made on Thursday by an unnamed Simpkins family spokesperson. The comments were attributed to Mr Simpkins’s mother and grandmother, reported local newspaper Fort-Worth Star Telegram.
The shooter was released on $25k bail after one day. His lawyer is saying this isn’t your stereotypical shooting and shouldn’t be treated as such. The family of the shooter is saying he was a good boy and the shooting was in self defense. You can’t make this up.
